CB can be fun, but it gets annoying when you play with sins who think they can solo the entire other team
So if u wanna play with halfway decent people then you(I) sync

In principle, the RA fix is intended to do this. It doesn't work. It's still very easy to sync RAs.

This has distributional consequences. It makes the syncers happy and deters the randoms from playing at all. You don't want to turn CB into TA.

All this does is fold everyone back into the IDs. But the hypothetical C5s could still sync this system simply by showing up in force, organizing on vent and syncing the same timer.
You can't stop syncing with anything short of bans or removing random team assignment. No fix exists. You could return everyone to the outpost after each match win or lose, and people would still sync (in force). The options are to live with it, destroy the format or persuade ANet to dedicate a lot of Support resources to effectively administering a ban policy.
For better or for worse, you're going to have to live with it.

They spent their yearly PVP development time adding codex arenas which has this very format. I still think we need a real random format for quick pick-up games though.

It would be a heck of a lot harder to get the exact party grouping, and the people you want this way. As it stands right now you are practically guaranteed the team you want.

You can make it so it is not so easy. Also, how much support time would it take to go though the logs of the 30+ win streaks and see how many of the groupings don't seem very "random". Last I checked you can automate checking log files, and I think they have some programmers there.

The mechanic behind setting up the teams doesn't seem to work properly for making truly random teams, else they would have addressed this already for things like RA in a perfect sense.
I did find it strange that they didn't do a district-mixing queue like they seem to have done for RA. They should have implemented that at the beginning, but I wasn't going to complain during the event about all the extra gamer points I felt I was going to earn by not mentioning this.
